Resolve Public Widget Embed Key (M2M)

POST
/v1/bundler/widget-public-resolve

Resolve a public-mode widget embed key to the agent's config and a freshly-minted, short-lived deployment token for agent-runtime to use internally. Called server-to-server by agent-runtime on behalf of a browser request that only ever holds the embed_key itself - the minted token here is never returned past this response. Not reachable from a browser directly; rate-limited per resolved agent as defense in depth regardless, since there is no caller-token identity to key on here.
