Resolve Page Action (M2M)

/v1/bundler/conversations/{conversation_id}/client-actions/{call_id}/resolve

Appends the page action's tool_result and closes it, compare-and-set on pending. A call that is no longer pending is a 409 carrying the row, so a retried request can recognise its own success. capture_attachment_ids bind the widget's page captures to the conversation and link them to the tool_result; an id that is not an accessible capture of this agent is a 422 capture_not_accessible and nothing is written.
