Resolve Agent Config Snapshot (M2M)
Resolve an agent's custom tools, guardrails, A2A tools, voice settings, and workflow definition in one call, from its latest published agent_config_version (or a specific version for testing a saved-but-not-live one). Replaces separate calls to agent-config, voice-config, and workflow-config. Each of the three sections resolves independently - a failure in one is reported as that section's own _error field with the section itself null, not a failure of the whole response, matching how agent-runtime's own call sites already treat these three differently (agent_config degrades gracefully; workflow/voice do not).
