Dispatch a Matched Tool-Call Webhook (M2M)

/v1/bundler/tool-call-webhook-events

Called by mcpbundler after it locally matches a completed tool call against a cached binding. Re-validates the binding belongs to this token's bundle and is still enabled before dispatching - the client-reported match is a hint, never authorization. Fire-and-forget: this always returns 204 regardless of whether the binding was valid or the dispatch succeeded, matching the spec's 'no retry, best-effort' contract - see docs/superpowers/specs/2026-08-19-bundler-tool-call-webhooks-design.md.
