Fetch An Inbound Message's Pending Media Item (M2M)
Fetch one pending media item from the channel provider and settle it: stored and queued for ingest, or refused with a notice to the sender. The message carrying it is released once all its media have settled. A temporary provider failure answers 202 with the backoff the caller waits before fetching again; the backend bounds the attempts and the message's media deadline, past which the item is refused. Idempotent: an item that is unknown or already settled answers the same 204, so a re-announced event is harmless.
