List Credentials
List one organisation's credentials, most recently created first by default.
org_id omitted means the caller's personal organisation; given, the
caller needs credentials:read in it (404 for a non-member). The caller
sees the organisation's shared credentials and their own member-scoped
ones; a holder of credentials:manage_org also sees every other
member's. scope narrows that view.
