Stripe Webhook - Record Verified Top-Up

POST
/v1/billing/webhooks/stripe

Receives Stripe webhook events. Verifies the Stripe-Signature header against STRIPE_WEBHOOK_SECRET and, for a checkout.session.completed (or async_payment_succeeded) event, records a stripe_credit ledger entry for the verified event's own amount_total; for a charge.refunded event, records a corrective refund_reversal entry for the verified event's own amount_refunded. There is no request-body field a caller could set to claim a different amount - this endpoint takes no input from the caller at all except the raw Stripe payload and its signature.
